All contractors are required to comply with requirements of P.L. 1975, c.127, N.J.S.A. 10:5-31, et seq. (N.J.A.C. 17:27) (Affirmative Action), 42 U.S.C. § 12101, et seq. (Americans with Disabilities Act), and N.J.S.A 40A:11-16 "Designated Subcontractors", P.L.2004, c. 57 (Business Registration) and N.J.S.A. 34:11-56.25, et seq. (Prevailing Wage), and all other laws and regulations that apply to bidding and the performance of the proposed contract.

All solicitations are subject to change. It is the responsibility of the vendor to check this website for any future addenda, questions, revisions, etc., prior to the opening date. Failure to do so could result in the rejection of your submission.

The Borough of Avon-By-The-Sea invites sealed proposals for:

CONSULTING SERVICES TO ASSIST THE AVON-BY-THE-SEA POLICE DEPARTMENT
IN THE DEVELOPMENT OF A SELF ASSESSMENT
AND POLICY DEVELOPMENT ONLY

Proposals will be opened and read at the Avon-By-The-Sea Municipal Building, 301 Main Street, Avon, New Jersey on Tuesday, November 17, 2020 at 10:00 AM prevailing time.  All proposals must be addressed and delivered to the Municipal Clerk on or by the designated hour.

Specifications and other proposal information may be obtained at the Municipal Clerks Office during regular business hours 8:30 AM to 4:30 PM,  proposal information may be emailed upon request, or downloaded here:  RFP SPECS AVON POLICE.  Email requests shall be sent to Thea Kratochvil, clerk@avonbytheseanj.com, 732-502-4510.   Only bidders who have obtained specifications will be allowed to submit bids proposals. 

All proposals must be submitted on the Proposal Forms furnished by the Borough.  Proposals shall be enclosed in a sealed envelope, marked “Proposal for Avon-By-The-Sea Police Department to Assist in the Development of a Self Assessment and Policy Development Only”, Municipal Clerk, Borough of Avon-By-The-Sea, Municipal Building, 301 Main Street, Avon, New Jersey 07717.  The name of the bidder must be printed on the face of the envelope. 

Attention is called to the Federal requirements regarding employment non-discrimination. Bidders are required to comply with the requirements of  N.J.S.A. 10:5-31 e seq. and N.J.A.C. 17:27.  Bidders are also required to comply with other provisions of Law including, but not limited to, the requirements of:

  • N.J.S.A. 52:25-24.2 (P.L. 1977, c.33, Disclosure of Ownership)
  • N.J.S.A. 52:32-44 (P.L. 2004, c. 57, Business Registration)

The Mayor and Commissioners reserve the right to reject any or all bids for any cause whatsoever. The award or rejection of bids will occur within sixty (60) days of receipt of bids, at which time all bid guarantees, if applicable, will be returned in compliance with Local Public Contracts Law.
